Make tag 0 a regular tag
### Dependencies
This patch comes in **two versions**:
- **`bar_zerotag.patch`** - Depends on the [bar](https://codeberg.org/dwl/dwl-patches/src/branch/main/patches/bar/) patch.
- **`zerotag.patch`** - No dependencies.
