Renamed _STALE_PATCHES -> stale-patches 
The odd name was necessary historically to keep the directory
visible at the top of a large list of patches.
This is no longer necessary.

Description

Add a rule to clients to spawn them sticky on start up. I personally use it to make dragon show up on all tags.
